
Zhang Zhidong, (1837-1909) was Viceroy of Hubei, Hunan, Guangdong and Guangxi, and representative of Foreign Affairs Movement. He set up a series of modern industrial plants in Hubei, laying foundation for the province’s modern industry.
Zhang Zhidong was appointed the Viceroy of Hubei, Hunan, Guangdong and Guangxi by Qing Government on August 8, 1889. He arrived in Wuhan for the post on December 17 the same year.
During his 17-year post, he carried out New System, making Hankou of Wuhan the second largest commercial port. Hubei witnessed the prosperous industry and commerce and preliminary advanced education.
