(cnhubei.com) Guo Limeng, a Swiss expert received his Chinese Green Card on the construction site of the Three Gorges Project.
Mr. Guo was sent by Alstom to Yichang of central China’s to be in charge of installation and debugging of generating units.
Among 14 generators installed on the left bank of the Three Gorges Dam, eight went to French company Alstom Power Hydro.
Guo came to Hubei Province on August 21, 2001 and played an important role in installation of the generators.
“It is my great honor. It is also the honor to all foreign experts who has worked on Three Gorges Project. I am very excited”, Guo said.
According to the regulations, eligibility for permanent residence mainly applies to high-level foreign personnel who hold business posts that promote China's economic, scientific and technological development or social progress.
Foreigners who make large investments in China, foreigners who have made outstanding contributions or are of special importance to China, and foreigners who come to China to be with their families are also eligible.
Mr. Guo is the first person in Yichang and Three Gorges Dam who gets Chinese Green Card.

郭力盟先生是受瑞士ALSTOM发电部派遣，于2001年8月21日到三峡执行发电机组安装和调试任务的。三峡左岸电厂14台机组中，有8台由ALSTOM公司发电部（原为ABB公司） 中标承担制造供货任务。
三峡电厂70万千瓦水轮发电机组是目前世界上容量最大、技术最先进的水电机组，现场安装及调试难度非常大。郭力盟先生技术精湛，工作严谨，在迅速解决现场疑难问题、保证机组设备安装质量等方面发挥了重要作用，并创造了1年内投产3台AL－STOM公司70万千瓦机组的世界纪录，发挥了巨大的经济效益。2003年9月30日，郭力盟先生以其突出贡献获得中国政府颁发的“友谊奖”，并受到国务院总理温家宝的亲切接见。
郭力盟先生是在三峡工地和宜昌市第一个获得中国“绿卡”的外国人。
