Upholding science and technology as the first productive force, Hubei Province is implementing the development strategy of "developing Hubei through science and education". A series of regulations have been released, such as "Regulations on Science and Technology Progress" and "Regulations on Private Science and Technology Enterprises".

  

Hubei Province enjoys a relatively high educational level as well as a scientific and technological edge. With a large number of colleges and universities, research institutes, state-level key disciplines and key laboratories, Hubei Province has over 1 million technological personnel, over 40 academicians from the Chinese Academy of Sciences and the Chinese Academy of Engineering. Known as one of the three major intellectual-concentrated areas of China, Hubei comes out in front in terms of its quantity and quality of its scientific and technological experts.

 

Hubei is an important base for basic research and hi-tech research. Famed as "Father of Chinese Optic Fiber Communications", Zhao Zisen, an academician, is one of the main founders of Chinese optic fiber communications. Thanks to his breakthroughs in optic fiber communications and photo electric devices, Hubei has successfully established itself in the very competitive market of optic communications industry. In 2000, Doctor Yu Shaohua in Wuhan Institute of Post and Telecommunications got his two criteria (IP over SDH) authorized as international criteria by International Communications Association, which was recognized as pioneering achievement in this field. With his theory and method of digital surveying and mapping, Wang Zhizhuo, an academician teaching at Wuhan University, set the foundation for the development of digital globe. Under Zhang Qifa, also an academician, the National Key Lab of Crops Inheritance completed the genome testing of Chinese super cross bred rice. The National Key Lab of Freshwater Ecology and Biotechnology in Wuhan Hydrobiology Institute, with Zhu Zuoyan (an academician) taking the lead, is the first one in the world to accomplish the research of "cloning fish", and is recognized as one of the few world-class institutes in Asia. Yin Hongfu, an academician in China University of Geosciences, discovered the "gold pin" to draw the line between the Mesozoic and Paleozoic, which has, with its important academic value, generated tremendous impact in the international academia.

  

Hubei Province takes a leading role in such fields as optical fiber communication, photo electronic devices, technology of trans-genetic fish, Bt biological pesticide, human organ transplantation, as well as power vehicle designing and manufacturing.

 

Each year, a series of activities are held on a regular basis aiming to motivate the overseas students to re- mm and set up businesses. The activities include such conferences as "Reporting by the Overseas Chinese about Their Business Establishments in China", "Talks about High New Technological Projects", and "Inter- national Labor Markets and Technological Cooperation in 'Wuhan·China Optical Valley' ".

Education

Hubei has witness the general elimination of adult illiteracy and the popularization of the nine-year compulsory education. As a leading province in the field of education, Hubei is noted for its basic education, vocational education and higher education.

There are 57 universities and colleges in Hubei, altogether 259,400 students enrolling in Hubei.  With the number of colleges and universities ranking only after Beijing and Shanghai, Hubei is one of the most-developed provinces in the terms of higher education.

There are four universities—Wuhan University, Huazhong University of Science and Technology, China University of Geosciences (in Wuhan), and Wuhan University of Science and Engineering—that have made their ways into “211 Project”, a national key construction project for education. Following seven universities in Wuhan are directly under the administration of the Education Ministry of China, Wuhan University, Huazhong University of Science and Technology, Zhongnan University of Economics and Law, Central China Normal University, China University of Geosciences, Huazhong Agricultural University and Wuhan University of Science and Engineering.
